關(guān)于中國(guó)環(huán)境管理和資源利用的幾點(diǎn)思考
摘要： 這一評(píng)述總結(jié)2008年耶魯大學(xué)中國(guó)的環(huán)境和資源利用問(wèn)題研討會(huì)的討論重點(diǎn),包括:1)保護(hù)地方利益和防止污染擴(kuò)散的區(qū)域協(xié)調(diào);2)建立環(huán)境特殊區(qū),實(shí)行前瞻性的環(huán)境政策試驗(yàn);3)加強(qiáng)環(huán)境和資源利用教育和能力建設(shè);4)協(xié)調(diào)國(guó)內(nèi)和國(guó)際環(huán)境合作關(guān)系;5)中國(guó)的環(huán)境決策中權(quán)力的制約與平衡.本文不打算對(duì)這些專題進(jìn)行深入分析,而是強(qiáng)調(diào)西方環(huán)境管理經(jīng)驗(yàn)和教訓(xùn)與中國(guó)的現(xiàn)實(shí)相結(jié)合的重要性. Abstract： This commentary arises from a seminar course on China's environment taught at Yale University. Emerged out of the seminar discussion are five themes, including: a) the balancing act of local interest and regional coordination in the fight against pollution dispersion, b) the creation of special environmental zones for experimenting bold, forward-looking ideas, c) new approaches to environmental education and capacity building, d) the need for international collaboration, and f) the unique situation of checks and balances in China' s environmental decision-making.
